The 16th Judicial Circuit has 10 associate circuit judges, who conduct Initial arraignments and preliminary hearings in criminal matters, as well as hear cases that range from small claims to eviction proceedings. In Jackson County, they are appointed by the state governor under the Nonpartisan Court Plan to four-year terms. Associate circuit judges must be at least 25 years old, licensed to practice law in Missouri, a Missouri voter, and a resident of the 16th Judicial Circuit.
