• POSITION PURPOSE: To assist in managing the efficient operation and development of the Human Resource function.

• MAJOR TASK STATEMENTS AND REPRESENTATIVE ACTIVITIES (Percentage of Time): (The information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job; other tasks/duties may be assigned. • Conduct job audits; determine job duties and requirements; develop and maintain job descriptions; maintain job classifications.
  · Develop and maintain system of continuous review of job descriptions and classification.
  · Perform job audits; confer with court staff and management to determine and document duties, requirements, and essential functions of jobs.
  · Ensure job qualifications and requirements are accurately represented in job descriptions.
• Assist Director in managing and ensuring the development and operation of HR.
  · Provide leadership, supervision, guidance and training to departmental staff in all aspects of the human resource function; provide general oversight of employment, payroll, and record keeping functions.
  · Provide assistance and problem resolution in functional areas of HR.
  · Assist Director and Court Administration by performing research and/or providing input on policies, procedures, etc.
  · Organize employee relations activities.
  · Develop and maintain procedures and processes and coordinate and maintain leaves of absences with all levels of court management.
  · Represent Human Resource department or Court at personnel-related hearings, investigations and meetings.
  · As directed, provide information to assist in legal defense for EEOC and other related employment claims or lawsuits.
  · Develop, prepare, and distribute reports supplying useful information from exit interviews. Evaluate termination data to review and report on existing or potential trends.
  · Attend training and meetings.
  · Perform related work as required to include but not limited to serve on teams/committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
• Act as the Court’s equal employment opportunity representative.
  · Coordinate compliance of the EEO plan to continually audit, monitor, and evaluate progress in meeting objectives.
  · Develop and use statistical reports and information, auditing and reporting systems, and work with department heads to improve methods and strategies.
  · Handle and refer employee complaints; identify and advise of potential problems.
• Confer with supervisors and staff to review, determine and/or recommend appropriate actions relative to human resource matters; develop and conduct training for management staff and employees;
  · Meet and counsel with employees and management staff on various human resource and court procedures, rules, employee work problems and issues, corrective and disciplinary actions, dismissals, and various other topics and provide recommendations on
  actions.
  · Develop and conduct training for management and employees in HR related areas.
• Serve as co-system administrator of human resource information system applications.
  · Act as co-system administrator for specialized human resource computer software.
  · Develop, compile, and prepare reports; assist in developing and expanding additional automated HR processes, both within the department and court.

MINIMUM EDUCATION AND EXPERIENCE:

• EDUCATION: Bachelor’s Degree in Personnel, Human Resources, Business, or Public Administration or a related field.

• EXPERIENCE: Five years’ work experience in a high level personnel generalist capacity, including at least two years direct experience in managing areas of employment, classification, job analysis and writing job descriptions, compensation, researching and drafting organizational policy. Experience must include the proven independent gathering of information to compose job descriptions.

• SPECIAL REQUIREMENTS:
  · Must submit to and pass criminal background check as prescribed by Courts.
  · Valid drivers’ license from state of residence; maintain state mandated auto liability insurance and properly licensed and reliable vehicle, and ability to provide proof of both.
  · Employees in this position are subject to reasonable suspicion testing for illegal drug use.

• KNOWLEDGE , SKILLS, AND ABILITIES: Knowledge, skills, and abilities required to function at an acceptable level in the position.

· Considerable knowledge of the principles, practices, method, techniques and objectives of modern HR administration.
· Considerable knowledge of recruitment, testing, employee relations, position classification, compensation techniques and procedures, and payroll processing.
· Considerable knowledge of employment law on a state and federal level.
· Considerable knowledge of automated human resource information systems.
· Considerable knowledge of supervisory and management techniques.
· Ability to make sound decisions in accordance with laws, regulations, and court policies and procedures.
· Ability to analyze and organize facts and precedents and to prepare written recommendations.
· Ability to drive between facilities to meet with supervisory/management staff and employees.
· Ability to maintain varied and complex records and prepare reports from these records.
· Ability to effectively train, supervise, motivate and objectively assess the performance potential of applicants and performance of employees.

• WORKING CONDITIONS: Work environment and facilities required to work in as well as physical demands and/or mental requirements. (This is not an inclusive list; other tasks/duties may be assigned.)

• Office Environment: Employees are protected from weather conditions or contaminants, but occasional temperature changes may occur; subject to all weather conditions when driving to different facilities to meet with employees and supervisory/management staff.
• STANDING - 5% of time – Required when performing filing tasks and when operating various office machines. Required when speaking with or assisting individuals; at an employee’s desk; while observing process; waiting for meetings, elevators, etc.
• WALKING - 10% of time – Required when delivering or retrieving information, files, etc., from within the office or from other departments or floors; attending meetings in other buildings.
• SITTING - 70% of time – Required when completing personal computer and telephone work assignments.
• DRIVING/TRAVEL – 15% of time - Required when attending meetings at other facilities.
• LIFTING/CARRYING - 30 lbs. – Regularly required when carrying laptop and files to other facilities; occasionally required when lifting files and record boxes.
• PUSHING/PULLING - 30 lbs. – Seldom required when moving file boxes and office supplies; and when opening and closing file cabinet drawers and doors.
• VISION – Must be adequate to drive to all facilities, use personal computer, filing, completion of reports, forms, and correspondence.
• HEARING – Must be adequate for normal conversation with employees or applicants and the general public or communicating via telephone.
• SPEECH – Must be able to speak and understand English clearly to provide detailed information by telephone and in person.
• CLIMBING/BALANCING – Required when negotiating stairs, or retrieving files or supplies from overhead or from the floor.
• STOOPING/KNEELING/CROUCHING/CRAWLING – Seldom required when retrieving or filing from lower drawers or when retrieving items, office supplies, etc., from the floor.
