• POSITION PURPOSE: To manage, supervise, and carry out activities and processes that will reduce or eliminate racial and ethnic disparities including ensuring impartial and equal access to culturally-competent prevention and intervention services and treatment for court-involved youth and their families.

• MAJOR TASK STATEMENTS AND REPRESENTATIVE ACTIVITIES (Percentage of Time): (The information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job; other tasks/duties may be assigned. Management reserves the right to amend and change responsibilities, work shift/schedule, facility, or department to meet business and organizational needs as necessary, including but not limited to the re-assignment of employees and positions, elimination of positions, and opening, moving, or closing of facilities and units.)

• Establish, manage, and coordinate work groups, committees, community ad hoc groups that will execute activities to achieve the goals and objectives of DMC (disproportionate minority contact) plan.
  · Oversee, and give direction to work groups, reviewing their progress, timeliness, and problems, e.g., data committee, focus-group committee, and youth work groups.
  · Develop goals and objectives supported by activities to reduce and eliminate racial disparities system-wide. Monitor achievement of such.
  · Develop, oversee, and coordinate the implementation of each action step in the court’s DMC plan.
  · Support implementation and evaluation of specific strategies and interventions to eliminate DMC.
  · Communicate DMC activities and goals to allow other family court functional areas to incorporate as integral to juvenile justice planning and funding to ensure that DMC is addressed by all juvenile justice initiatives.
  · Advise on improving access to prevention, intervention, treatment, and aftercare services for youth of color.
  · Convene community groups, juvenile justice agencies, local and regional treatment providers, school personnel, funding entities, researchers and evaluators, and others to encourage cooperative strategies to address DMC.
  · Prepares periodic reports and articles on the implementation of the DMC initiative.
  · Forecast and prepare for immediate and short term needs and objectives.
  · Advise, assist, and consult with supervisor to formulate and implement policies and procedures and provide recommendations and input for long-range needs and objectives.
  · Investigate and resolve a variety of program problems and provide input.
• Analyze and interpret data relevant to effort; conduct meetings and/or focus groups; administer training related to DMC; develop and manage grants to help support initiative.
  · Collect data and analyze to examine disparities and gaps that may lead to DMC.
  · Read and digest research in field of DMC and especially locally developed data reflecting conditions and outcomes of activities and plans.
  · Meet with Family Court personnel (staff/managers/directors) to effect DMC plan and activities.
  · Attend and conduct meetings and seminars.
  · Develop, conduct and identify DMC related training.
  · Ensure the effective and efficient management of the sub-grants related to DMC.
  · Perform related work as required to include, but not limited to, serve on teams/committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
• Ensure the accurate application of the initial detainment risk instrument and processes that place youth in the detention continuum.
  · Review instrument scores of each youth initially placed in detention continuum.
  · Convene review committee to examine individual exceptions and lead in the development of remedies.
  · Identify youth who exceed expected case processing time frames and facilitate individual and system solutions.
  · Examine possible differential processing or treatment of youth of color as
  compared with white youth.
• Communicate and work effectively with Juvenile Detention Alternatives Initiative (JDAI) Executive Steering Committee (ESC) and Co-Chairs; communicate goals and objectives to neighborhood residents and to community, governmental, and political organizations.
  · Prepare agendas for JDAI ESC meetings; meet with ESC C- Chairs to give reports on progress; provide leadership, direction and consultation to Committee and Chairs.
  · Meet with community residents to communicate purpose and goals and elicit their participation.
  · Meet with KCPD or community social agencies to communicate purpose and goals and elicit participation or the redistribution of their resources consistent with achievement of DMC goals.

MINIMUM EDUCATION AND EXPERIENCE:

• EDUCATION:
  • Bachelor’s degree in a Behavioral/Social Science or a directly-related field.
  • Master’s degree preferred.

• EXPERIENCE:
  • Five years’ experience in social services work;
  • 3 years of direct social service,
  • 2 years management in social service organization.

• SPECIAL REQUIREMENTS:
  • Valid driver’s license from state of residence.
  • If driving non-court vehicle for Court business, must have auto liability insurance and properly licensed and reliable vehicle.
  • Must be able to provide proof of above.
  • Must submit to and pass criminal background check as prescribed by Courts, Sex Offender Registry check, and MO and KS Child Abuse and Neglect checks.
