• POSITION PURPOSE: Manage field personnel and provide supervision of the service of process and the execution of court orders in Jackson County.
  
• MAJOR TASK STATEMENTS AND REPRESENTATIVE ACTIVITIES (Percentage of Time): (The information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job; other tasks/duties may be assigned. • Manage field personnel and coordinate daily operation of service of process and execution of court orders.
  • Schedule, assign, guide and monitor the daily work of field personnel in the operation and development of the service, execution and processing of summonses, ex parte and full orders of protection, attachments, replevins, garnishments,levies and evictions and other execution writs.
  • Monitor and adjust service areas as required and advise staff of routing changes.
  • Coordinate, monitor, and assess staff performance to ensure compliance with local operating rules, policies, and procedures by utilizing random field checks and various report and document reviews including GPS and mileage monitoring; provide mentoring and feedback as necessary.
  • Respond to inquiries and complaints and review incident reports; resolve unusual or sensitive issues encountered by personnel in the field.
  • Respond to calls and/or respond to handle any serious incidents involving staff members or Writ of Executions which have a potential for violence and/or large seizure of cash, may occur during or after normal business hours.
  • Serve as execution deputy or process server in event of staff shortages.
  • Make decisions and offer recommendations on employment, retention, progressive discipline and related personnel activities.
  • Act as a liaison with other departments and outside agencies to attend meetings and resolve issues pertaining to service of process and execution of writs.
  • Perform related work as required to include but not limited to serve on teams/committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
    
• Develop, implement, and monitor service of process and execution of court orders operational procedures for best practice of process.
  • Develop and implement procedures in accordance with laws, regulations and court policies and distribute to appropriate staff.
  • Advise, assist and consult with Director to formulate, implement and sanction operational policies and procedures.
  • Draft recommendations for development and revision of policies and procedures and submit to Director for approval.
  • Recognize, investigate and resolve a variety of operational problems.
  • Forecast and prepare for immediate and short term needs and objectives and provide recommendations and input for long-range needs and objectives.
  • Advise and train field personnel and other interested parties on court policy and procedures.

• Develop and conduct in service training of field personnel.
  • Develop and conduct new training components and refresher options.
  • Identify, coordinate, and support on-going departmental firearm, building search/clearing houses, personal defense, and OC spray training programs and annual qualifications and certifications.
  • Monitor in service training requirements and compliance by field personnel.
  • Maintain knowledge of standard requirements for in service training pertaining to departmental firearm, building search/clearing houses, personal defense, and OC spray, etc.
  • Coordinate with outside agencies with respect to planning and scheduling of in service training for field personnel.

• Assist Director in identifying, developing, and overseeing departmental budget specific to field operations.
  • Develop and monitor budget specific to field operations.
  • Make decisions and offer recommendations on purchasing equipment utilized by field personnel, i.e. firearms, body armor, firearm holsters, etc.
  • Receive invoices for equipment and training sessions, review for accuracy and ensure funding is available.
  • Ensure court vehicle(s) maintenance is performed and expensed on a regular basis, in accordance with court purchasing procedures.
  • Track and forward gas receipts pertaining to court vehicle(s) to the Budget and Fiscal Operations Department monthly.
  • Manage vendor relationships for suppliers of field training services and equipment.

MINIMUM EDUCATION AND EXPERIENCE:

• EDUCATION: Bachelor’s Degree in Criminal Justice or related field.
  
• EXPERIENCE: Five years’ experience in law enforcement or a closely related field including three years in a supervisory/management capacity.
  
• SPECIAL REQUIREMENTS:
  • Missouri Class A POST certification or equivalent required.
  • Must have valid drivers’ license from state of residence.
  • If driving non-court vehicle for court business, must have valid auto liability insurance and properly licensed vehicle.
  • Must be able to provide proof of the above.
  • Required to successfully obtain firearm authorization and complete court approved firearm qualification program.
  • Must submit to and pass criminal background check as prescribed by Courts.
  • All applicants for this position are subject to testing for illegal drug use prior to appointment.
  • Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.

  • Knowledge of the operation of personal computers, word processing, spreadsheets, and related software.
  • Knowledge of budget preparation and monitoring.
  • Ability to work flexible hours.
  • Ability to access buildings, businesses and residences including climbing stairs.
  • Ability to read local maps and use and monitor GPS equipment.
  • Ability to obtain firearm authorization and complete court approved firearm qualification program.
  • Ability to communicate effectively, clearly and concisely, both orally and in writing, and to prepare clear and concise reports, letters, memoranda, and other documents, which include those of a detailed and specific statistical nature.
  • Ability to organize, supervise and coordinate departmental activities.
  • Ability to make sound decisions in accordance with laws, regulations and Court policies and procedures.
  • Ability to maintain a variety of complex records and prepare reports from such records
  • Ability to operate a vehicle in a safe and prudent manner.
  • Ability to work and relate in a positive fashion toward individuals from diverse backgrounds and maintain effective working relationships.

• Office Environment: Employees are protected from weather conditions or contaminants, but occasional temperature changes may occur; may be exposed to various weather conditions when performing field service work.
• STANDING - 13% of time – Required when speaking with or assisting individuals; at an employee’s desk; while observing or performing field service work; waiting for meetings, elevators, etc.
• WALKING - 15% of time – Required when delivering or retrieving information, files, etc., from within the office or from other departments or floors; attending meetings in other buildings, or when performing field services work.
• SITTING - 70% of time – Required when completing personal computer and telephone work assignments or when entering or exiting vehicle.
• DRIVING/TRAVEL – 2% of time – Required when traveling in the field or when traveling to range for training.
• LIFTING/CARRYING - 10 lbs. – Required when lifting or carrying firearms or body armor.
• PUSHING/PULLING - 30 lbs. – Required when moving file boxes and departmental supplies; and when gaining access into residences or businesses.
• VISION – Must be adequate to use personal computer, for completion of reports, forms, and correspondence; and for performing field service work.
• HEARING – Must be adequate for normal conversation with employees, attorneys, plaintiffs, defendants or law enforcement agencies and for communicating via telephone.
• SPEECH – Must be able to speak and understand English clearly to provide detailed information by telephone and in person.
