POSITION PURPOSE AND EXAMPLES OF WORK:

The Accounting Assistant Director for the Accounting and Fiscal Office is highly responsible for assisting in the overall management and maintenance of the Circuit Court financial records.

Work involves the responsibility for performing complex accounting work, bank and general ledger reconciliations, and financial reporting in an automated case management system, using a fund accounting general ledger application, and accounting and management applications developed by the Circuit Court of Jackson County. Position provides supervision, personnel management, and training for subordinate personnel in the Unclaimed Property and Review Section, consisting of a supervisor and six accounting clerks, and will assist with the development and implementation of internal controls, accounting policies and procedures, perform accounting supervisory reviews, general ledger, bank account, and eFiling reconciliations, for financial transactions recorded on civil, criminal, and probate cases, and delinquent land tax property suits.

35% Work involves accounting, managerial, and advanced administrative work related to an automated case management system in a court within the Missouri State Court System using State mandated case management applications, general ledger fund accounting software, spreadsheets, word processing, banking programs, internally developed Court accounting and management systems, and other report writing and documentation software applications.

30% Work involves responsibility for organizing, directing, and coordinating the clerical accounting activities for the Unclaimed Property and Reviews accounting section within the department. Position will assume additional responsibilities for the office during the absence of the Director. 35% Work involves the implementation of established accounting practices and internal controls, that includes segregating duties of the Unclaimed Property and Reviews Section supervisor and accounting clerks sufficiently to provide internal control, providing supervisory review of accounting processes to ensure uniformity and accuracy of accounting records, and coordination of related accounting activities within the Accounting and Fiscal Office.

SUPERVISION OF: Supervision will be exercised over subordinate clerical accounting personnel responsible for recording financial transactions made by the Unclaimed Property and Review Section for receipts, disbursements, and the collection of court costs on civil, criminal, and probate cases.

SUPERVISION BY (Include level of Supervision): Work is performed under the general supervision of the Director of the Accounting and Fiscal Office and is reviewed through analysis of various documents and accounting reports, personal consultation with the Director, observation, and by results obtained. Work is also subject to review and auditing by OSCA CPA Review, State Audit, and external auditors.

SERVICE RESPONSIBILITY:
Internal: All levels of staff.
PRIMARY EQUIPMENT, TOOLS, MATERIALS USED: Computer, copier/printer/scanner/fax, telephone, keys, various reports and forms, computer generated or handwritten, program manuals.

MINIMUM EDUCATION AND EXPERIENCE:

EDUCATION: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field with major coursework in accounting.

EXPERIENCE: Requires at least five years’ experience in accounting and/ or court work, of which three years must have been in a supervisory capacity involving recording financial transactions, implementing internal controls, documenting accounting procedures and internal controls OR three years’ experience in a public accounting or auditing capacity, in a supervisory capacity involving Experience must include work with advanced Excel, word processing, and utilization and management of electronic data files and automated accounting systems.

SPECIAL REQUIREMENTS: Certified Public Accountant license is preferred.
Must submit to and pass criminal background check as prescribed by Courts.
Employees in this position are subject to reasonable suspicion testing for illegal drug use.

· Ability to work independently and within deadlines with minimal supervision, while handling a high-volume workload in an environment subject to frequently changing priorities and high stress.
