• Assist in the overall management and maintenance of the Fiscal Office Circuit Court financial records, the development and implementation of financial controls and procedures, and perform complex accounting work, reconciliations, financial reporting and review of transactions in multiple automated and manual systems.
• Reconcile bank and general ledger account data regarding case related financial transactions.
• Close the books of various accounts and provide support and assistance in managing the development and operation of accounting and financial fiscal office functions.
• Assist in formulating and implementing accounting and administrative policies and procedures. Perform timely, specialized and complex accounting work on general ledger and bank account reconciliations, month-end closing activities, and work on both automated and manual data maintenance for multiple accounts.
• Post journal entries to GL software, cash receipts, disbursements and correct entries.
• Verify GL account balances, case and property balances; research and resolve current and potential accounting problems and errors.
• Create mandatory accounting audit trails and supporting documentation that are subject to audits.
• Recommend, develop and implement internal controls; utilize computer for data input, retrieval, management and organization of varied financial data, requiring the use of state mandated case management applications and general ledger fund accounting software, spreadsheets, word processing, and other report writing applications.
• Create and modify routine and non-routine reports and assist with technological improvements for related functions.
• Advise, assist and consult with immediate supervisor on various high level accounting and financial reporting matters.
• Provide guidance and training to court staff to ensure financial activity is recorded as required.
• Assist with training staff responsible for recording financial transactions in matters of accounting and auditing compliance such as internal controls, audit trails and record retention.
• Perform supervisory reviews as assigned; assist in the review, evaluation, and management of financial control systems and internal accounting methods and procedures and reconciliation processes.
• Report on effectiveness and recommendations for changes or improvements, which may be technological.
• Interpret and report accounting record information which may concern the financial conduct and condition of the Court.
• Perform related accounting and fiscal duties as required.
• Attend meetings, training and seminars.
• May respond to inquiries and provides information on fiscal transactions and procedures to the public.
• Attend and assist with cashiering duties for annual land tax sales.
• Communicate and work with bank financial institution representatives regarding account services and information.

MINIMUM EDUCATION AND EXPERIENCE:

• Bachelor’s degree in Accounting, Business Administration, or Finance or a directly related field with an emphasis in Accounting.
• Three years as a senior-level accountant or in an accounting management role that involved documenting and evaluating accounting procedures and internal controls OR three years’ experience in a public accounting or auditing capacity.
• Experience must include work with advanced Excel, word processing, and utilization and management of electronic data files and automated accounting systems.
• Certified Public Accountant license is preferred.

• Considerable knowledge of the principles, practices, methods and techniques of general ledger accounting, applying GAAP accounting rules and financial internal controls, and methods and techniques of month-end closing, reconciliations and accounting software packages.
• Considerable knowledge of automated spreadsheet and word processing and utilization and management of electronic data files, related computer technology.
• Ability in identifying, investigating and resolving accounting errors and irregularities.
• Ability to write procedures.
• Ability to train and guide employees.
• Ability to maintain an effective computerized system of accounting and financial reporting and apply skills to varied accounting transactions.
• Ability to communicate clearly and concisely, both orally and in writing; ability to make work decisions in accordance with laws, regulations, and departmental policies and procedures.
• Ability to organize a variety of demands on time.
• Skill and ability in the operation of computers and calculators.
• Ability to read handwritten or small printed words and numbers rapidly and accurately.
