• POSITION PURPOSE:
  • Manage the efficient operation and development of the Human Resource function, including HR management programs, recruiting, testing, employment, employee communication, salary administration, job classification, drug testing, leaves of absence, policy development and implementation, records administration, payroll and benefits, processes and procedures, and organizational staffing.

• Manage and ensure the development and operation of HR, formulate and implement administrative policies and procedures. Review and make recommendations and decisions on HR matters; function as consultant and advisor to Court supervisory and management staff.
  • Develop and modify personnel rules, policies, procedures, and forms.
  • Implement and integrate personnel programs and policies promulgated by the Office of the State Courts Administrator.
  • Plan long and short range goals.
  • Oversee the employment function including recruitment, screening, testing, selection, and drug testing, etc.
  • Oversee the compensation function including position classification, pay plan development, and salary administration.
  • Oversee leave of absence function.
  • Oversee Payroll/Benefits function including payroll, benefits, leave, workers’ compensation.
  • Function as liaison between state/county and the court in the administration of the benefit function.
  • Coordinate employee relations activities including service awards, perfect attendance, Employee of the Month/Year, etc.; attend ERRC (Employee Recognition and Retention Committee) meetings pertaining to employee recognition and retention.
  • Review corrective and disciplinary actions, positive actions, ADA accommodation requests and related documents, and other documents submitted for inclusion in HR files.
  • Direct the maintenance of personnel files and records including those required for reporting purposes as well as development and maintenance of electronic record forms, policies and files for employee access.
  • Monitor and oversee maintenance of HR Icon/HR portion of intranet.
  • Counsel and answer questions about personnel policies and procedures.
  • Provide information to assist in legal defense for EEOC and other related employment claims or lawsuits.
  • Coordinate share leave programs for state and county and Chair the County ShareLeave Committee.
  • Chair the Job Evaluation Committee.
  • Attend monthly Director meetings for both Circuit and Family Court; attend monthly meeting with Court Administrator to keep him/her apprised of HR related activities.
  • Perform related work as required to include but not limited to serve on teams/committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
• Supervise, consult, train, develop, mentor, and monitor staff.
  • Assign, direct, and supervise the work of subordinate professional and administrative staff, both directly and indirectly.
  • Assess training needs and requirements for development of staff.
• Act as system administrator for HRIS.
  • Act as system administrator for specialized human resource computer software including determining data required.
  • Develop, compile and prepare reports, assist in developing and expanding additional automated HR processes, both within the department and court wide.
  • Coordinate semi-monthly accrual process and roll over into new year.
• Develop and manage budget for operation of service and salary budget for Circuit Court.
  • Develop and manage operational budget for Human Resources.
  • Prepare and monitor Circuit Court and Family Court salary budgets.
  • Monitor the payroll and personnel budget with reports on hard and soft savings.
  • Originate requisitions for supplies, awards, equipment, and services.

MINIMUM EDUCATION AND EXPERIENCE:

• MINIMUM EDUCATION AND EXPERIENCE: (Education above the minimum stated may be substituted on a year for year basis for the required general experience.)

• EDUCATION:
  • Bachelor’s Degree in Personnel, Business, or Public Administration, Human Resources or a related field.
  • Masters in Human Resource Management or Masters in Business Administration with emphasis in Human Resource Management strongly preferred.

• EXPERIENCE:
  • Ten years work experience in a high level personnel generalist capacity, including at least five years’ in a high level management capacity.

• SPECIAL REQUIREMENTS:
  • Must submit to and pass criminal background check as prescribed by Courts.
  • Employees in this position are subject to reasonable suspicion testing for illegal drug use.

• KNOWLEDGE , SKILLS, AND ABILITIES: Knowledge, skills, and abilities required to function at an acceptable level in the position.

· Thorough knowledge of the principles, practices, methods, techniques, and objectives of modern HR administration.
· Thorough knowledge of and experience in recruiting, testing, employee relations, compensation program development and administration, position classification techniques and procedures, and payroll processing.
· Thorough knowledge of and experience in employment law on a state and federal level.
· Thorough knowledge of automated Human Resource information and payroll systems.
· Knowledge of supervisory and management techniques.
· Knowledge of budget preparation and monitoring.
· Ability to make sound decisions in accordance with laws, regulations, and Court policies and procedures.
· Considerable ability to design, administer, and evaluate the various components of a centralized personnel program.
· Ability to maintain varied and complex records and prepare reports from these records.
· Ability to analyze and organize facts and precedents and to prepare written recommendations.
· Ability to organize, direct, and coordinate administrative activities in a manner conducive to full performance and high morale.
· Ability to recognize, investigate, and analyze a variety of administrative problems and devise effective solutions.
· Ability to plan, schedule, assign, and supervise the work of subordinates engaged in varied activities.
· Ability to organize and prioritize a variety of demands on time.
· Ability to effectively train, supervise, motivate and objectively assess the performance potential of applicants and performance of employees.
