Juvenile Sex Offender Public Registration

Who is placed on the Adult Sex Offender Public Registry?

Any juvenile adjudicated on or after August 28, 2008 as a delinquent who was fourteen (14) years of age at the time of the offense and the offense is comparable to or more severe than aggravated sexual abuse under 18 U.S.C. Section 2241, and shall include any attempt or conspiracy to commit such offense.

Any juvenile certified as an adult and transferred to a court of general jurisdiction, who has been convicted of, found guilty of, or has pleaded guilty or nolo contendere to committing, attempting to commit, or conspiracy to commit an offense which is comparable to or more severe than aggravated sexual abuse.


Do I have to register in Missouri if I was adjudicated or certified in another state?

You must register in person with the chief law enforcement official of the county or city not within a county in which you reside if you are now a resident of this state and had been convicted of, found guilty of, or had pleaded guilty or nolo contendere  in any other state, or foreign country, or under federal, tribal or military jurisdiction to committing, attempting to commit, or conspiracy to commit an offense which is comparable to or more severe than aggravated sexual abuse within three (3) days.

If you had been required to register in another state or had been or are required to register under tribal, federal, or military law then you shall register in person with the chief law enforcement official of the county or city not within a county in which you are employed, attending an educational institution (public or private, including any secondary school, trade school, professional school, or institution of higher education on a full-time or on a part-time basis or has a temporary residence in Missouri.  Part-time” is defined as:  for more than seven (7) days in any twelve (12) month period.

For juveniles adjudicated or certified in another state for any felony sexual offense, first contact the Sexual Offender Registration Enforcement (SORE) Unit at the Jackson County Sheriff’s Office at SORE@jacksongov.org or (816) 524-4302 to determine if you must register with the Sheriff.  If the Sheriff determines that you do not have to register under the public registration process, you may be instructed to register with the Office of theJacksonCounty Juvenile Officer as part of the non-public sexual offender registration process. How do I register?

Within three (3) days after your adjudication hearing, release from incarceration/commitment, or placement upon probation/supervision you will register with the chief law enforcement official of the county or city not within a county in which you reside.  You will need to complete an offender registration form and provide your fingerprints, palm prints, photograph, and DNA sample. An initial registration fee of up to ten (10) dollars may apply.


Where will the registration be kept?

The registration shall be forwarded to the Missouri State Highway Patrol where specific information will be made available on an internet web page which shall be open to the public and include a registered sexual offender search capability.  The chief law enforcement official of the county or city not within a county in which you registered may also provide specific information on an internet web page open the public and includes a registered sexual offender search capability.  The chief law enforcement official shall forward registration information upon request to other law enforcement agencies within the county of the chief law enforcement official.  The chief law enforcement official may publish in any newspaper distributed in the county or city not within a county specific registration information for any offender residing in the county or city not within a county. 


Will I always be required to register?

It is a lifetime requirement to register on the adult sex offender public registry.  There are limited ways of releasing your requirement to register.  Refer to section 589.400.3 RSMo.

You shall report in person to the chief law enforcement agency every ninety days to verify your registration information if:

  1. You are registered as a predatory or persistent offender under the definitions found in section 558.018, RSMo;
  2. You are registered for a crime where the victim was less than eighteen years of age at the time of the offense;
  3. You have pled guilty or been found guilty pursuant to section 589.425 of failing to register or submitting false information when registering.

You shall report semiannually in person in the month of your birth and six (6) months thereafter to the chief law enforcement agency to verify your registration information.  You shall allow the chief law enforcement officer to take a current photograph of yourself in the month of your birth.

If you work or attend school or training on a full-time or part-time basis in any other state you shall be required to report in person to the chief law enforcement officer in the area of the state where you work, attend school or training and register in that state.  “Part-Time” is defined as:  for more than seven (7) days in any twelve (12) month period.


What happens if I don’t register?

It is your responsibility to register. If you are required to register on the adult sex offender public registry and fail to register, or fail to register your new address you can be found guilty of a class D Felony.


What if my registration information changes:  address, employment, school, etc...?

If you change your name, employment, student status, or residence within the county or city not within a county where you are registered you shall appear in person to the chief law enforcement officer of the county or city not within a county within three business days and inform such officer of all changes in the information that is required.  The chief law enforcement officer shall immediately forward the changes to the Missouri state highway patrol within three (3) business days.  

If you change your residence to a different county or city not within a county at which you are registered you shall appear in person and shall inform both the chief law enforcement official with whom you last registered and the chief law enforcement official of the county or city not within a county having jurisdiction over the new residence or address in writing within three (3) business days of such new address and phone number. 

If you change your residence to another state then you shall appear in person and shall inform both the chief law enforcement official with whom you last registered and the chief law enforcement official of the area in the new state having jurisdiction over the new residence or address in writing within three (3) business days of such new address.  The Missouri state highway patrol shall inform the responsible official in the new state of residence within three (3) days.
